Supporting Part 139 Certification and Compliance
For certificated airports, Part 139 is an ongoing responsibility.
Under 14 CFR Part 139, the FAA issues Airport Operating Certificates to airports serving certain air carrier operations that comply with applicable safety and emergency-response requirements.
Those requirements cover areas including:
- Signs, lights, and markings
- Runway safety
- Aircraft Rescue and Firefighting
- Aviation fueling safety
- Snow and ice control
- Wildlife hazard management
The FAA currently certificates approximately 520 U.S. airports under Part 139.
TADERA’s experience in this area dates back more than two decades.
In 2004, TADERA and the FAA partnered to develop the Certification and Compliance Management Information System, or CCMIS.
Today, CCMIS is used by FAA Part 139 inspectors to manage inspection and compliance activity for more than 500 certificated air carrier airports.
The system supports the management and archival of information related to:
- Certification and safety inspection discrepancies
- Vehicle and pedestrian deviation occurrences
- Part 139 certificate actions
- Part 139 regulatory enforcement activity
- Aircraft Rescue and Firefighting vehicles and equipment
- FAA recommendations
By supporting the systems behind certification and compliance activity, TADERA has developed deep experience with the data, workflows, and information requirements involved in airport safety oversight.

Safety Management Systems and the Evolving Compliance Environment
Airport safety requirements continue to evolve.
In February 2023, Part 139 was updated to include Safety Management System requirements for certain certificated airports.
According to the FAA, affected airports must develop and implement an SMS program that identifies potential hazards and risks and establishes processes for managing them.
For airport organizations, this reinforces the importance of structured safety processes, accurate information, clear documentation, and consistent visibility into compliance activity.
TADERA’s long-standing work with FAA airport safety and data programs gives our team firsthand experience supporting the systems and information environments behind these responsibilities.
FAA 5010 and Airport Master Records
One of TADERA’s earliest projects with the FAA was the development of 5010Web.com, a secure web application used by federal and state inspectors to support annual inspections of more than 5,200 civil public-use airports.
The system allowed airport safety inspection changes to be transmitted directly into FAA data systems.
Since 2004, TADERA has also coordinated the FAA’s Airport Data and Information Program, working with the Office of Airports to collect and process airport safety data.
As part of that work, the TADERA team has coordinated field inspections and processed more than 150,000 individual airport submissions supporting updates to FAA Form 5010 Airport Master Records.
The success of 5010Web.com ultimately led to the capability being recreated within the FAA’s Airport Data and Information Portal as the Airport Master Record module.
Airport Data and Information Portal Support
TADERA has provided subject-matter expertise and technical support for the FAA’s Airport Data and Information Portal and its predecessor Airport GIS environment.

TADERA continues to support and maintain key FAA airport-data environments, including the Airport Master Record module and BasedAircraft.com.
National Based Aircraft Inventory
In 2006, TADERA developed the National Based Aircraft Inventory Program and BasedAircraft.com, which TADERA continues to manage today.
The platform allows airport operators to track and inventory approximately 200,000 based aircraft operating across more than 2,900 National Plan of Integrated Airport Systems airports.
BasedAircraft.com analyzes aircraft information and can identify records such as:
- Aircraft not found in the FAA registration database
- Aircraft without current registrations
- Aircraft reported as based at multiple airports
After validation, FAA personnel and other authorized users can access consolidated aircraft information and review inventory at individual airports.
This nationwide program helps improve the accuracy and usefulness of based-aircraft data available to airport and FAA stakeholders.
National Airport Data Collection
TADERA has also designed and managed nationwide airport-data initiatives beyond certificated and NPIAS airports.
Through the National Private Use Airport Data Collection Program and Outreach initiative, TADERA works with information associated with more than 14,000 non-military private-use air facilities.
The program was designed to improve the accuracy of critical airport information so these facilities can be properly represented in federal aviation data and aeronautical charts.
TADERA has led the program since 2010.
Connecting Airport Safety Data
Airport information often exists across multiple systems and sources.
TADERA has worked with the FAA to make that information more useful.
Through the FAA Safety Data Needs Assessment, TADERA reviewed airport safety information collected across multiple systems and provided recommendations for improving the integration of that data.
As part of the initiative, TADERA created a data warehouse that brought together information from multiple FAA and external sources.
The result was a more comprehensive analytical and geographic view of airport facilities and activities.
That data environment has supported FAA programs including the National Plan of Integrated Airport Systems and subsequent tools designed to help users move from fragmented information toward more informed decision-making.
Supporting the National Airport System
TADERA’s work with the FAA goes beyond individual applications.
Our teams have supported strategic airport-system initiatives involving data analysis, GIS, airport classifications, reporting, and national aviation planning.
That includes work associated with the National Asset Project and the development of tools and datasets supporting NPIAS airport roles.
Across these initiatives, TADERA has helped organize and analyze complex aviation information so FAA teams can more effectively understand airport facilities, activity, and changes across the national system.
